Description
As there may be alternative eID-clients (e.g. AusweisApp),
which are already running, the Open eCard App should handle
this situation gracefully. This means that there should be
an appropriate error dialogue for the user, which indicates
that there is already an eID application running at port
24727 and therefore the Open eCard App will be shut down again.
